You can sidestep would-be scammers by following these common-sense rules whenever using craigslist:

  • DEAL LOCALLY WITH FOLKS YOU CAN MEET IN PERSON - follow this one rule and avoid 99% of scam attempts.
  • NEVER WIRE FUNDS VIA WESTERN UNION, MONEYGRAM or any other wire service - anyone who asks you to do so is likely a scammer.
  • FAKE CASHIER CHECKS & MONEY ORDERS ARE COMMON, and BANKS WILL CASH THEM AND THEN HOLD YOU RESPONSIBLE when the fake is discovered weeks later.
  • CRAIGSLIST IS NOT INVOLVED IN ANY TRANSACTION, and does not handle payments, guarantee transactions, provide escrow services, or offer "buyer protection" or "seller certification"
  • NEVER GIVE OUT FINANCIAL INFORMATION (bank account number, social security number, eBay/PayPal info, etc.)
  • AVOID DEALS INVOLVING SHIPPING OR ESCROW SERVICES and know that ONLY A SCAMMER WILL "GUARANTEE" YOUR TRANSACTION.

 Recognizing scams

Most scams involve one or more of the following:

  • inquiry from someone far away, often in another country
  • Western Union, Money Gram, cashier's check, money order, shipping, escrow service, or a "guarantee"
  • inability or refusal to meet face-to-face before consumating transaction



 Examples of Scams

1. Someone claims that craigslist will guarantee a transaction, certify a buyer/seller, OR claims that craigslist will handle or provide protection for a payment.

  • These claims are fraudulent, as craigslist does not have any role in any transaction.
  • Scammer will often send an official looking email that appears to come from craigslist, offering a guarantee, certifying a seller, providing payment services -- all such emails are fakes!

2. distant person offers a genuine-looking (but fake) cashier's check

  • you receive an email (examples below) offering to buy your item, or rent your apartment, sight unseen.
  • cashier's check is offered for your sale item, as a deposit for an apartment, or for your services.
  • value of cashier's check often far exceeds your item - scammer offers to "trust" you, and asks you to wire the balance via money transfer service
  • banks will often cash these fake checks AND THEN HOLD YOU RESPONSIBLE WHEN THE CHECK FAILS TO CLEAR, including criminal prosecution in some cases!
  • scam often involves a 3rd party (shipping agent, business associate owing buyer money, etc)

3. Someone requests wire service payment via Western Union or MoneyGram:

  • Scam "bait" items include apartments, laptops, TVs, cell phones, tickets, and other high value items
  • Often claim that an MTCN or confirmation code is needed before he can withdraw your money - this is FALSE, once you've wired money, it is GONE.
  • Common countries currently include: Nigeria, Romania, United Kingdom, Ukraine, Spain, Italy, Netherlands - but could be anywhere
  • Apartment listing may be local, but landlord/owner is "travelling" or "relocating" and needs you to wire money to them abroad
  • Deal often seems too good to be true, price is too low, rent is below market, etc

4. distant person offers to send you a money order and then have you wire money:

  • this is ALWAYS a scam, in our experience - the cashier's check is FAKE
  • sometimes accompanies an offer of merchandise, sometimes not
  • scammer often asks for your name, address, etc for printing on the fake check
  • deal often seems too good to be true

5. distant seller suggests use of an online escrow service.

  • most online escrow sites are FRAUDULENT, operated by scammers
  • for more info, do a google search on "fake escrow" or "escrow fraud"

6. distant seller asks for a partial payment upfront, after which he will ship goods

  • he says he trusts you with the partial payment
  • he may say he has already shipped the goods
  • deal often sounds too good to be true

7. foreign company offers you a job receiving payments from customers, then wiring funds

  • foreign company may claim it is unable to receive payments from its customers directly
  • you are typically offered a percentage of payments received
  • this kind of "position" may be posted as a job, or offered to you via email

  • How to spot and report a scam to Craigslist
  • If you suspect that an item posted for sale on Craigslist may be part of a scam, please e-mail the details to abuse@craigslist.org. Be sure to include the URL (or 10-digit post ID number) in your message.
  • Please use the "spam" flag link in the top right corner of a spam posting.
  • Watch this video on how to report a SCAM to the FTC
  • File a complaint with IC3, a partnership between the FBI, the National White Collar Crime Center, and the Bureau of Justice Assistance, whose mission is to serve as a vehicle to receive, develop, and refer criminal complaints related to cyber crime.
To have the listings removed from Craigslist:
  • #1 Pull up the listing on Craigslist and select the "Prohibited" tab to have Craigslist investigate it. One NARPM® member had their scam listing removed in about 48 hours. If there is more than one listing for the same property, you can select "spam/over post" and have the second listing with the same address removed also.
  • #2 Go to the Craigslist home page and select the "avoid scams & fraud" tab on the left to report the scam listings to the FTC and IC3 (Internet Crime Complaint Center) or go to http://www.ic3.gov/default.aspx.

Sever Water Restrictions Coming to Colorado Springs

Colorado has been in a pretty substantial drought over the last few years. The drought has been forecast to persist well into 2013. A lack of snow and rain has persisted and due to the water supply dropping almost 30%, Colorado Springs Utilities will be implementing water restrictions beginning April 1st, 2013. Colorado Springs is the largest water supplier to the city and other water companies such as Cherokee Metropolitan District receive a substantial amount of their water from CSU. In the previous six years CSU has not had any water restrictions while other companies that service the area have. This will definitely cause exterior landscaping, namely grassed areas, to suffer dramatically. CSU has proposed to only allow exterior watering two days per week which is usually insufficient to maintain a healthy and green lawn.

It has been our experience that two-day-a-week restrictions cause lawns to suffer and often times either die or at the very least struggle to maintain their health. The direction lawns face also play a part in their health. South-facing lawns see sun exposure almost all-day and therefore water evaporates much more quickly resulting in scorching whereas north-facing lawns are shaded much of the day and can retain water much easier keeping them healthy longer with less water. A common assumption would be to simply water longer on the days where watering is allowed and that is partly true. The biggest problem with that is the lawn's ability to absorb the water. While increasing the times sprinklers run can be somewhat effective, the lawn will reach a point where it is unable to absorb the excess water (even as dry as it is) and therefore the water will simply begin to run-off wasting more water and doing nothing additional for the lawn. Usually with restrictions not only are the days watering is allowed spread out but the times allowed are dictated. Any time before 9 A.M or after 9 P.M has been the standard and specifically determined so the water will absorb versus evaporate. The wind is also less of of a factor during those times.

Many owners may think asking the tenant to fudge a little on the set restrictions would be the next possible solution. This is problematic as CSU will most likely have inspectors driving around (as other local companies already do this now) to ensure that cheating is minimized. If caught, cheaters could potentially be fined by a water provider. Additionally, supply and demand principles are in effect meaning more expensive bills for usage over the normal allotted water supply for a specific home to the tune of 1.5 to 2 times more than normal rates. This is also an unfair burden to put on the tenant, especially given the fact mother nature is beyond anyone's control.

Property Managers will do their very best to ensure that watering is being done on the days and times allowed by local water providers but cannot guarantee that your lawn will look like it has in the past. This is unfortunate but beyond control and unless we receive significant rain in the spring and summer, be prepared for lawn repairs down the road when sufficient watering is allowed again. We understand the importance of curb appeal as it relates to home values and appearance and will strive to maintain it to the best of our ability given our current situation.

Rents are forecasted to rise nationally 4.6 percent next year, and that’s following a 4.1 percent increase this year, according to the National Association of REALTORS®.

What’s more, rents are expected to continue to climb for the foreseeable future, rising more than 4 percent a year for 2014 and 2015, forecasts Reis, a market research firm.

“The pendulum has definitely swung back in favor of landlords, not renters,” Ryan Severino, senior economist for Reis, told USA Today.

Rents are rising even more rapidly in some areas. For example, rents in San Jose, Calif., and San Francisco have been climbing at a 13 percent to 15 percent annual rate as of late last year, according to MPF Research. Other metro area seeing rent increases of more than 5 percent by the end of September include Oakland, Calif.; New York; Denver; Houston; Nashville; and Columbus, Ohio, MPF reports.

The rise in rental costs are causing more renters to consider home ownerships, says Greg Willett, MPF vice president. Mortgage rates are at historical lows and home prices are up, but still way below their 2006 peak.

Should you chuck all your good old holiday light strings and buy new LED holiday lights? Here’s how to decide.


1. LED holiday lights save you money. LED lights use at least 90% less energy than traditional holiday lights, according to the U.S. government’s Energy Star program.
That results in a $50 energy savings for the average family during the holidays, says Avital Binshtock of the Sierra Club in San Francisco.

Put it into perspective: The amount of electricity consumed by one 7-watt incandescent bulb could power 140 LEDs—enough to light two 24-foot strings, says Energy Star.

2. But LED lights typically cost more than old-fashioned holiday lights.
  • GE 100-bulb string of Energy Star-certified LED white lights: $18.97 at Lowe’s
  • GE 100-bulb string of conventional white lights: $8.97
But shop around because a growing number of retailers are offering sales on LED holiday lights and, if you can’t find a sale before the holidays, you can certainly find one after. Plus, prices will surely go down as these lights gain traction.

3. LED holiday lights last and last. LED bulbs can keep your season bright for as long as 100,000 hours, says Cathy Choi, president of Moonachie, N.J.-based Bulbrite, which manufactures LED and regular bulbs. That’s substantially longer than the life of your old holiday light strings.

4. You can string a BIG strand of LED lights. Safety wise, you shouldn’t connect more than three traditional light strings, but you can connect up to 87 LED holiday light strings, totaling a whopping 1,500 feet, Choi says. So blow your neighbor’s display away by cocooning your house in lights:
  • You won’t have to buy as many extension cords.
  • You can take your holiday lighting display further away from the outlet.
5. LED lights reduce the risk of fire. They stay cooler than incandescent bulbs, according to Energy Star.

6. How about that hue? Some people stick with their old lights because they don’t like the brighter hue that white LED holiday lights emit. But Choi says manufacturers now offer a “warm white” bulb that more closely mimics the glow of an incandescent light. Be sure to read the label to choose a bright or warm white and to ensure what you’re purchasing is Energy Star-certified.

Colored and color-changing LED holiday lights are more vibrant than conventional lights, making your display easier to see from the street, Choi says.
